The Ministry of Electronics and Information Technology (MeitY) has proposed key amendments to the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, aiming to address the rising threat of deepfakes and AI-driven misinformation in India.
This move comes amid growing global concern over the misuse of artificial intelligence, especially in generating manipulated videos, fake voices, and misleading digital content that can harm individuals, society, and national security.

Focus on AI Accountability and Platform Responsibility
According to officials, the proposed amendments will require social media platforms and AI developers to take stronger steps to detect, prevent, and remove AI-generated deepfake content. Platforms may be obligated to implement proactive moderation tools, transparency in AI model use, and clear labelling of synthetic media.
“We want to ensure that AI innovation continues, but within a framework that protects citizens from harm. Deepfakes pose a real challenge to trust and online safety,” a MeitY spokesperson stated.
The ministry has already started consultations with AI experts, legal advisors, and major tech companies, including Google, Meta, and OpenAI, to finalise the scope of these amendments.
